Keystone Opportunity Zones (KOZ) and Keystone Opportunity Expansion Zones (KOEZ) are designated areas or zones within Pennsylvania that have greatly reduced or completely abated taxes for periods of up to 10 years. The KOZ and KOEZ programs are among the nation’s boldest and most aggressive economic development programs and includes taxes such as real estate; corporate net income; capital stock and franchise, sales and more….
Because the KOZs and KOEZs are virtually tax-free, this allows businesses to invest more of their financial resources in business operations. Businesses that operate in KOZs and KOEZs are also given priority for various state and local community building assistance programs. Armstrong County has over 140 acres available in five designated KOZs/KOEZs.
The Armstrong County Industrial Development Council (ACIDC) began developing pad-ready sites to become competitive in winning projects with pad-ready requirements. In partnership with RIDC, RIDC Armstrong Innovation Park has 115 acres of pad-ready sites, ranging from 2 acres to 20 acres. The park is fully permitted, which rapidly reduces the amount of time a business or developer needs to begin construction. Finished grades of approximately 1% allow maximum use of the pad-ready sites. All utilities, including water, sewage, natural gas, electric, and multiple sources of independent high bandwidth fiber are located at the curb. Of specific importance is the integrated storm water management system in place for all park tenants.
