Historically, Armstrong County tax rates have been extremely competitive. Individual community tax abatement programs provide additional incentives. Keystone Opportunity Zone (KOZ)
Armstrong County has over 140 acres available in five designated Keystone Opportunity Zones. Keystone Opportunity Zones are virtually tax-free zones that often result in substantial state and local tax savings, thus allowing businesses to invest more of their financial resources in business operations. Businesses that operate in KOZs are also given priority for various state and local community building assistance programs.

Local Economic Revitalization Tax Assistance Act (LERTA)
Under the LERTA program, local municipalities, school districts, and counties offer graduated abatements on property taxes in designated areas. Designated LERTA areas have been established in Apollo, Ford City, Ford Cliff, Freeport, Kittanning, Leechburg and Manorville Boroughs as well as Bethel, Manor, Kittanning, Parks, Plumcreek, Rayburn, North and South Buffalo, Valley, Wayne, East and West Franklin Townships.
Job Creation Tax Credit
Job Creation Tax Credits may provide a $1,000 per-job tax credit to approved businesses that create new projects in the Commonwealth within a three year time period. Specifications include:
- Tax credits may not be utilized by a business until the jobs are actually created;
- Must create at least 25 new jobs, or expand the companies existing workforce by at least 20 percent.
